1. Executive Summary & Rationale
The Problem
We have 10+ microservices deployed via Flux CD. Tests are fragmented across 4 identical frameworks. Standard CI/CD triggers are ineffective because Flux manages deployments asynchronously, and we lack a central "brain" to determine which tests to run for which service.
